Mandate basis: Security Council resolution 1544 (2021), dated 10 September 2021 (Chapter VII):
“Acting under Chapter VII of the United Nations Charter, the Security Council decides that the mandate of UNAC shall include: (a) Protection of civilians under imminent threat of physical violence; (b) Support to the national authorities in the restructuring, reform, and professional development of the CARANA National Police; and (c) Assistance in restoring public safety, border integrity, and the rule of law across all regions of CARANA.”
For the purpose of this 60-minute senior operational planning exercise, the Security Council Chapter VII mandate is structured into three operational planning lines:
Contribute to the protection of civilians, including vulnerable populations, internally displaced persons, and returnees, and support the prevention of and response to serious protection threats.
Support the restructuring, professionalization and strengthening of CARANA police institutions consistent with democratic policing and international human rights standards, including leadership development, training curricula, and accountability oversight.
Support the restoration of effective, accountable and sustainable policing services nationwide, including priority responses to serious, organized, cross-border and transnational crime, illicit mineral trafficking, and sexual and gender-based violence.
To maintain pedagogical rigor, all scenario elements preserve strict 3-way provenance tracking:
Recent reporting indicates a significant increase in organized trafficking and illicit mineral movements along western and south-western corridors (Barin–Tereni–Mahbek). Reporting further indicates possible collusion by elements of local law-enforcement structures.
Engineering assessment confirms that planned international accommodation at Muka will NOT become operational during the coming budget period. A permanent international police team cannot currently be sustained at Muka. Operational access from another supportable UN location remains possible.
